I recently built a fermentation chamber out of a peltier from a travel cooler, an arduino, and some foam insulation. My first batch is fermenting in it now and it holds temperature very well.

I think I've seen this little device on ThinkGeek. It looks like a fun and interesting concept but I don't think it would be very cost effective.
