Another vote for Great Lakes Hops. I have bought from them several times and cannot say enough about the health of their plants (no rhizomes). Plus they not only have a huge, huge selection but some awesome new offerings from their Heritage line
Just put together my first batch last week. The primary smells great! I modified to Galaxy and Citra instead of Amarillo/centennial. Excited to dry hop then get into a bottle!
It does indeed have good specific information for east coast/midwest/NE growers. I've really enjoyed it and it's been super helpful for me. (Keep in mind it will also have a good bit of advanced or small scale commercial production info the may be less helpful to him right now)
I would second Nugget and Cascade, both grow well and easily with good production and very versatile in brewing.
