So you use 4.5 lbs of hops in the dry hop for 15 gallons? That's a lot, but sky is the limit.

If you are actually using 4.5 oz hops, then no, it's not expensive and I don't think it's tasty either with so little hops for 15 gallons.

What are the actual numbers?
 
You're right that the dry hop profile isn't extreme. 4.5 oz of Citra/Cascade as a dry hop with another 4.5 oz in the last 5 min gives it a very fruity aroma and great flavor profile after about 2 weeks in the bottle. I've brewed it many times with great results and feedback. At 48 IBU, it's not a bitter bomb, but the aroma, flavor and bitterness are right on for the ABV and simple grain bill.
