Low attenuation with 3068, low ferm temps the cause?

Having a problem with my recent hef batch. I used the austin brewvint alcohol boost to get my OG to 1.060. This batch started slow since my fermentation temps were low, @62°, for a few days. I moved the fermenter to a different room for the last few days where temps are closer to the low 70's.

So, after pitching 9 days ago I'm only at 70% attenuation, and this yeast should get at least 73% with a lot of people reporting 80+.

Should I wait it out, or did I somehow stunt the yeast with really low temps in the beginning? I could buy and pitch another smack pack (or take the yeast from the bottom, make a starter, and re-pitch)?
