I had the worst brew day yet first I had a boil over. Ok fine no big deal but than I tried to cool the wart and the thermometer said 100 and I have no more ice so, I let air cool for a little bit than I ran to the store and got some more ice. Was it exposed too long to germs in the air or is it just fine?

Most likely not as long as all other sanitizing was good and you pitched within a reasonable amount of time, say hours you'll be ok.

There are some that do no chill

Should be fine! RDWHAHB :)

There's a great thread on here about some of the disasters the most practiced homebrewers have experienced, yes still produced great beer. So long as you still managed to get to proper pitch temp you shouldn't had any issues.
