Can i get a few opinions as to what that is?

She is supposed to be a red ale, been fermenting for almost 3 weeks and yes that's a 1 gallon carboy. Looks really dark brown.
 
probably yeast that hasn't dropped. Looks like you have a ton of krausen considering its been three weeks.
 
The krausen is dried up, it's been that way since the first 24 hours
 
I will address all 3 regions of white stuff that I see in the pic.
Bottom: flocculated yeast and other crap that has settled. Called trub
Top: dried on yeast and crap due to fermentation. Called krausen
Sides: yeast that settles out on the sides. It will drop eventually or remain on the sides, especially when u bottle or keg it
