Bulk whole leaf hops in Canada?

There seem to be lots of places to get bulk whole leaf hops in the US, but does anyone have a Canadian source? The American merchants either seem to not ship to Canada or have exorbitant charges to do so that negate the purpose of buying in bulk. Normally I'd have things shipped to a receiver on the border, but I'm not sure of the legality of doing that with Washington.
 
OBK sells hops and so does Toronto Brewing. roughly $20/lbs plus shipping, which is likely another $10ish. still going to be in the $30-40 range.

Maybe I'm just spoiled by LHBS with $2.50/ounce prices? It seems Americans get much better bulk deals.
