CO2 tank stamp question

Planning to buy this CO2 tank from a guy on CL. Can anyone tell from this blurry picture if the stamping is still in date...or if a place like airgas will swap it out? I know nothing about the cert.

Looks like the latest test was in 2001, so it's definitely due for a hydro test. As for whether AirGas will swap it, it's not a sure bet, but anecdotal evidence suggests the odds are in your favor...

Every Airgas I'ved used will swap a tank, no questions asked, regardless of hydro stamp date. No guarantee on what tank you'll get in the swap though. I've seen some beat-up tanks there. But it will at least be current on its hydro.
 
I've used lots of compressed gases, but the cyls were not mine, but my employer's.
Call AirGas, they won't bite you!
I spoke with AirGas mgr. in Dover(Dovah), NH: They don't seem to get worked up as long as the cyl. has not been in a fire.
If it were I(capital EYE/ME), I would see if there is positive pressure in it, AND, let some gas into a deflated poly bag, and see if it extinguishes a burning match. If it is a flammable gas, I hereby deny any culpability: you act on your own.
These two acts determine if any crap has been sucked back into the cyl., and if it is indeed COtwo, or, at least not oxygen. Good luck.
