ok so I have 100' roll of 3/16'' id x 7/16" od hose.
I need to use it for 4 different taps.. I was thinking 2 corny keg soda and 2 commercial keg beer.

If i cut 80' off and use it for the soda (2 taps, 40' each tap)
and the other 20' for beer (2 taps, 10' each)

Will this work? Does anyone do both soda and beer in their keezer? Anyways let me know, so I can get started. Thanks!

What kind of pressure are you going to have on the soda to use 20' lines?

40' lines for each soda tap. And I was going to set the soda pressure between 35-40 psi.
And the beer between 8-12psi

According to this online calculator:
http://www.iancrockett.com/brewing/info/kegbalance.shtml
you should be fine with far less line than 40' per soda keg. I guessed a few variables for you (line resistance and height between middle of keg and tap) and was getting 17.5 ft for 35 PSI and 19 ft for 40. It's always a smart idea to start with more than recommended though and cut it down if its too slow. You can't ADD length to a line.

10' will keep you from having foaming issues for sure but will be a slower pour. A lot of people recommend 10' but you can get away with 6 or so in most cases.
