Is that mold on my SCOBY?

Cannot tell from the photo. Mold is fuzzy or powdery. What I see as strange is your scoby appears to be clear, at least to me, but it is quite young. What is your brewing medium? It almost looks like there are solids below the scoby, do you have tea leaves intact or is it all liquid?
What type of container are you using, it appears to be metal?

Don't be afraid to remove the scoby to inspect if you need to; you can simply return it to the container. Position in the container means nothing. It may just be a huge patch of tannin/yeast cells and will be slimy and peels away (usually).
 
My only experience is growing 2 scobies from scratch so take it this how you want. It is hard to tell from the picture. Is the smell ok? If it was mine and the picture is a good representation of the scoby I would toss it. I through out when in doubt..
