I under-bittered a vienna lager and in an attempt to save it have boiled 1/3 oz of nugget for 60 minutes in 16 oz water. Its dripping through a coffee filter now at room temp, completely exposed to my kitchen environment.

Should I boil the tea a 2nd time in order to sterilize it, or just add it to my keg?

Just to err on the side of safety, you could heat it to 162F for a minute or less to pasteurize it. It actually only takes a few seconds, but one minute is breif enough & will do the job. Cover it & cool it down a bit before adding to the keg.
