I am curious to whether or not it is safe to add your yeast to water while waiting to finish the boil? I purchased the yeast that comes in a vial and the dude at the home brew store said to add it to a couple of cups of water before pitching my yeast. Does this sound safe?
 
It sounds pointless to, it seems like he was telling you to rehydrate liquid yeast. The easy thing to do is just take the vial out of the fridge a few hours before brew time to let it warm up, and pitch it straight into your cooled wort.

The best thing is to hit up yeastcalc.com or mymalty.com and figure out your correct pitching rate, and then do a yeast starter. Tons of info on starters here.
