Whole hops v pellets for IPA hop taste/aroma

I understand the whole hop utilization, early additions = bitter, late additions = flavor and really late/dry hop = aroma.

But for getting that good IPA aroma and flavor, are whole hops better in the late additions than pellets?

That is what I've read. I'm more interested in the difference in the late additions. Whether one gives more of the citrus or floral flavors/aroma than the other in an IPA.
 
Having used both in later additions,I'd say no. The only percievable difference was the whole hops are a bit smoother & well defined. But pellets tend to be brighter,crisper.
