I'm only a couple batches in. Looking through The Joy of Homebrewing recipes. I was thinking the Irish red or the ipa. Both call for roasted malted barley. Is this just any grain I choose and roast it like the recipe says? Or am I missing something?

Roasted Barley is unmalted barley that has been roasted at high temperature by the maltster. This is not something you want to attempt yourself (at least not in your kitchen), although you may be able to slightly roast it in your kitchen oven.

The level of roast is defined by the Lovibond or color of roasted barley.

You can purchase Roasted Barley from any online or local HomeBrew Supply store.
