I have a packet of WB-06 that expired in 2-2013 (2 months ago). I'd like to brew a hefeweizen this weekend and figured I'd use up this yeast. Would you make a starter with this our just re-hydrate and go with it?

I'd rehydrate and go. Doing a starter with dry yeast is counter-productive (you kill a percentage of dry cells when you sprinkle them into wort and have to work to get the cell numbers back up).

If that dry yeast has been refrigerated, it lost a whopping 4% of its viability each year.
