Pool test kits test Total Alkalinity which is carbonate, bicarbonate, and hydroxide alk. combined. As far a reliability it's from worthless to excellent (you get what you pay for).

It's pretty cheap to have a brewing water test done from ward labs. I have city water and run through a filter so I wanted a test post-filter. Had my results in a couple of days.
