I would get a high alpha acid hop for bittering that isn't simcoe or citra. IMHO, those hops are wasted if you use them for bittering as they have great aroma which will boil off.

I would do something like an half ounce of citra at 20 and 15 an ounce at 5 and then an ounce of citra and simcoe at 0/flameout

Irish moss at 10min
 
Columbus or Magnum make great bittering hops. I agree with Hopper, don't waste simcoe/citra for bittering. I prefer a crazy hop schedule for my last 30 of the boil..but I'm weird like that. 20/15/5/0 will do well though.

I would also suggest 1-2 oz of each for a dry hop as well.
 
I like crazy hop schedules as well. I would get the magnum or chinook for bittering, then go .5 citra @ 20, .5 simco @ 10, .5 citra @ 5, .5 simco @ flameout, then dry hop with 1 oz of citra for a week.
