So called finishing hops ar for flavor or aroma. Flavor hops in at 15-20 minutes,aroma hops in at 3 minutes or so. No real disadvatage shy of a malty beer that tastes like it needs more hops...
Hops added once the boil is done are going to primarily add to the aroma of your beer. So if your adding them at flame out, or even just the final minute or so of the boil their primary impact is going to be to give a nice hop aroma to the beer. Depending on the style of the beer you are making this may or may not be something you're looking for.
