Stop by the pharmacy and ask for a couple of the platic syringes that they give out with children's medicine. It measures it out in ML so you can do a gallon or two at a time. Other thing to consider is using distilled water. It lasts a lot longer.
 
I brew 1 gallon batches and I use about 3mL in 1/2 gallon of water (or about 6mL for a full gallon) using a syringe to measure out the 3 mL. For bottling day its about the same. I split it into a spray bottle and the mixing jug.
 
1 US fluid ounce = 2 US tablespoons = 6 US teaspoons per 5 gallons.
So 1.2 teaspoons (I go 1¼) of StarSan per gallon of water.
 
The starsan bottle has a lil cube-like measure on it. Fill this to 3/4'ths of the way up to the 1/4oz mark for 1 gallon of water. I like to use 1G SunnyD jugs for starsan & PBW. They're a lot sturdier than weak,thin milk jugs for stiring them,& last me about a year.
