I should have mentioned I also had it at 38 degrees and 30 psi for almost a day so it should have enough to at least get through the line. I'll purge the keg and see where it's at and adjust.
Thanks for the quick replies! I use picnic taps so the tap is normally around keg height. That being said, I guess i'll just go with 4-5 PSI and call it a day.

Does it have a dial on it? Mine goes from on then one full spin around. Anything more than half way is way to fast for mine. Also is your starter in a flask or maybe something with a slightly curved bottom? That will mess things up real quick..

I added the dregs from two bottles of Cascade Sang Nior to a basic cider recipe. It turned out quite sour and tasted almost just like Sang Nior. I really want to ferment more with that yeast, should have saved it.
